By definition, Evil Water only attacks those with negative/violent/combative emotions. He wouldn't really pose a threat toward a city.
Same for Gum and Fhurer who doesn't seems to make huge scale damage, they just are really strong.
Black Sperm is at the top of both definitions, he's as much as a dragon threat for the powerlvels than he is toward cities. He could easily unleash a tsunami of him and erase a city of the map.
