I know I'm a day late, but if you use Magical Burst, you'll have to strip almost half of the systems out. It's meant to be a Madoka system not a Precure system.

If you want one very close to precure, there is a Super Sentai tabletop ruleset, whereas the only difference between that and Precure is what clothes they're wearing. It has perks and everything.
It was named "Henshin!: The Tokusatsu RPG". It didn't get past Alpha, but is well-developed.

If you want something more freeform; Maid RPG is probably the penultimate magical girl simulator as long as you don't take it seriously.

Just make the 'master' the fairy.
