They are practically never seen outside of h-manga so there are no distinct characters gyaru character for people to really like. They are also most of the time huge sluts which doesn't sit well with the majority of true /a/nons that are purityfags. They are great for porn but outside of that they just have a small and vocal fanbase like you said.

Give us a pure and likable gyaru main heroine in a good anime and you will most certainly see a increase in their popularity.
