Toriyama wrote in Bulma finding Goku attractive but also brought back Chi-chi for one reason: to pair him off with someone and eventually give Goku a son. Chi-chi was the easiest to work with, and Bulma was a fallback in case that didn't work out. Chi-chi had a crush on Goku when she was a kid, good. Bulma finds grown up Goku attractive, coincidentally right at the same time Chi-chi gets reintroduced. Toriyama didn't care about romantic chemistry, hell, the anime gave more thought about that than Toriyama ever did (though as /tg/ kept reminding me Toei kept trying to pair Goku with redheads for some reason). Chi-chi won the monkeybowl because it was the easiest for him to work with, WITHOUT having to put extra work or thought into it. She gets to pop him out a son, be a concerned/obsessive mom, can get a few laughs over her overprotectiveness, and Toriyama can continue with what series escalation he'd managed to plan ahead for, for once.
