A few people asked Hakuro to kill them in Utaware1, he always turned them down, and told them not to be like that for different reasons. Oboro, Kurou, Benawi, Touko, they all asked for death, and he wouldn't let them.
He may have to take some lives waging war, but he'll also save the ones he wants to save, he's not particularly hungry for death. Same is true for Haku as well, as that's just the protagonist type.
People of Tuskur will feel something odd seeing someone say the same things that man once did, which would go even more to show how Quon is a Dadcon.
>>132821059It already is happening from the sound of things, he has to fulfill his brother's will and seek out what's buried beneath Tuskur to save humanity. Tuskur has been asked about this, and doesn't want to hand anything over. Even a war in order to give a common purpose to the populace is another reason why he would do it, since they're currently lost. He doesn't know about Quon being ruler there, and he does know that the only thing that can save people is in the enemy territory. From all standpoints he currently has, that's something he needs to do eventually.
