So, in Bleach there must be a balance of souls between the human world and Soul Society, so every once in a while people in Soul Society must reincarnate in the human world, and they obviously can't carry their memories while doing so.
So, if people in hell get to reincarnate too, their punishment becomes meaningless, they are just going to forget everything, may as well just reincarnate immediately without hell.
On the other hand, if they have to stay in hell forever then this becomes a retarded system, because good souls are forced to reincarnate until they eventually have a shitty life that will send them to hell forever. Every single soul is just waiting for eternal punishment, even the soul of the idiot who made those rules.
