But honestly I think both arguments are flawed. The first argument is saying that playing violent video games will keep people's violence in check, while the other argument is that playing violent video games will escalate it. They both sound dumb.

So, it is not necessarily that the U.N. can force Japan, but the announcement puts pressure to enact more legislation by the politicians in either Japan or major countries such as the USA.
