I used to be a giant weeb a few years ago, and I've recently came back to it.

I have one big question however...

I used to see some "reviews" on anidb and a lot of "votes" on MAL for sub groups, but now nothing on MAL and anidb "reviews" don't seem to be there at all.

Do I just download some random ass sub group or is there a fucking way to know who's fucking garbage? Like I legit do not know where to look for, I tried to google for it, but I can't get anything about that.

What gives?

All the best groups (Eclipse, AFK, Triad, etc) have fled the scene, so now it's Horriblesubs vs. the field.
You could do worse than Horrible, but keep in mind they usually use the censored broadcast versions and hardsubs.
TL;DR it's a case-by-case call. /a/ will usually agree in the discussion threads as to which group is the way to go. Look at the filenames for clues.

Jesus christ how horrifying. Well, fuck. I don't browse /a/ too much anymore, I don't watch much more lewd shit anymore. Guess I'll stick with horriblesubs or some shit. Aren't they crunchyroll rips?

Also while I'm there, any one man punch sub? My friend seemed to like it, I wanted to give it a go.

Crymore is a sub review site that maintains a reasonable level of activity. The odds that they will have a review of anything you want to watch is near zero and they don't even bother with all subs, but if you pick through an older season you can get an idea for who generally scores poorly.

The general rule of thumb I work with is just because of the subs I started on and so may not be so useful:

- Commie: Was good once upon a time. Nowadays they just have really nice typesetting on top of alternative translations to horriblesubs of roughly equal quality.

- Vivid or Underwater: Same as commie but like, generally better due to their lack of fondness for forcing memes. Slow as fuck.

- FFF or GJM or Mezashite: Perfectly adequate, generally better than horriblesubs. Less uh... extreme typesetting than Underwater and Commie but they still do some.

It's not completely dead but it's nowhere what it used to be. Over the past two years, it was really noticeable watching groups just drop one thing after a another a few episodes in. Not all of them are dead but don't go expecting lots of reviews anymore. For the most part they're not being done. There are still a few old groups around like live-evil (more like ancient), but gg stopped last year. There was even a fansub drama thread here earlier this year. There are also a lot of new small groups popping up here and there. Some of them are pretty good.
