He started Hunter x Hunter and put in 350 chapters worth of content, got it adapted twice and even made movies for it. He certainly has the mental fortitude and energy to finish the manga but it seems he either too lazy (which I doubt) or is having writer's block (more likely) or just lacks the motivation (probably the most likely). The man is almost 50 years old and probably is having a mid life crisis about himself. Whether it be him pursuing something he really enjoys or maybe some other personal matters.
Sometimes when you do something for so long, you might have a day where you just decide to say fuck it and then take a break. Togashi probably is having that and just enjoys not being tied down to the hectic schedule of a mangaka.
