your trash bags have to be sorted if they're metals, plastics, paper, cardboard, food scraps, etc, and if the garbage people find that something's in the wrong bag they'll leave the whole bag with a scolding note on it.
here in canada it's pretty much just "food" "recyclables" and "other garbage", but for many NEETS and the like in japan it's too much of a hassle to properly sort the trash so they just leave it in the house
