I'm pretty sure the ending was because they didn't want to make a cliffhanger , and when they got confirmation that 3rei anime would happen, it was already too late to change anything.

2wei S1 already covered most of the source material. Herz had to limit itself to adating 2wei without advancing into the 3rei manga. Which means there just wasn't enough source material to fill 10 whole episodes for Herz

2) That's not even a true cliffhanger. Just a teaser to let you know the adventure continues and to go read the manga to see what happens.
So they could have that even before the confirmation came out, It's the same stuff used in LN adaptations like Overlord and Rokka
