He's half Shinigami, half Quincy. His Hollow and his Zanpakuto are now one. Fullbrings are humans with hollow powers; you can't be 'half fullbring.'

He have no control of his quincy powers other than his sword.
He can't stay with his mask for a long time and thus it often backfires.
The only power that he gains from his bankai doesn't even make him faster than the current enemies.

No. Not really.
Fullbringers, hollows and shinigamis, all use the natural born power of a soul through different mediuns.
Fullbringers can materialize their powers through an object of their affection.
Hollows have their entire body as a very proficient weapon to draw out their powers.
Shinigamis have a sword made of hollows, because as said, hollow bodies are the best known mediun to bring out the soul power.

In any case he's no longer a Fullbringer and hasn't been for a while now. As it stands now Ichigo is half Shinigami (from father Isshin) and half Quincy (from mother Masaki).
