He didn't arrest anyone, but he KO'd everyone. If Fujitora had KO'd Sabo, then walked off saying "I don't really care about arresting you" that's one thing, but he didn't. He couldn't stop him, then said "o i dont care anyway." which is a bitch move.
Aokiji didn't stop the Strawhats but he beat the entire crew. Akainu pretty much fucked up but he killed Ace, blew off Whitebeard's face and KO'd that one WB commander. Kizaru failed to stop anyone, but he KO'd Apoo, Drake, Hawkins, etc... Fujitora failed, and KO'd some faggots in a casino
He may be as strong as the other admirals, but he had a shit showing, and should have blown SOMEBODY out, but he didn't so he comes off looking less impressive.
