Frieza would reach Golden Frieza status, Cell would reach Golden Cell Status, and Buu wouldn't get any stronger. Everything we've seen of him indicates that his form has no organs, no actual tissue, meaning no physical benefits from training, and while he might develop techniques, the idea that Buu would raise his actual battle power is a bit far fetched, since he relies HEAVILY on absorbing others to increase his power.
Cell would win in the end because he's more level headed than frieza, and really only started to freak out once it was obvious he had already lost the fight with Gohan. Frieza panicks whenever he doesn't have the immediate upper hand.
