But rules are rules and she even argued that it would better for the MC to duel her to accept punishment than for him to face the disciplinary committee, which the MC agrees much to his dismay. Overall, she acts and behaves in a manner that one would expect of her image and strong-willed personality without faltering or dropping her spaghetti because of MC's D, ergo she is consistent.
Even her dere moments are consistent since she only have fleeting moments of flustering that doesn't break her established character.
