A lot of original hero's were based on circus performers. Superman was actually even garbed like a strong man.
Batman's outfit wasn't really circus-y, but the convention rich his name was created, "Bat-Man" very much sounds like a side show.
And then Robin, The Boy Wonder also sounds like a circus performer (which he was, but still).
Batgirl was just a younger, female version of Batman. Much like him, the persona was created first, then a personality behind the mask.
But yeah, Barbara Gordon has been around enough to adopt a new name if she wanted, though there isn't much a need right now. The current run portrays her as very independent of Batman, so it's not much like she's in his shadow.
