You should do it now so there's no cut-off between the old tenant moving out and you moving in, which would result in a turn-on fee.
It's pretty straightfoward. They'll walk you through it. They just need to date you want service to start (the day you move in, unless there's some compelling reason to start it early, like the previous tenant is having it shut off).
