At my second place there was no gas because the water heater and stove were all electric. Your garbage and sewer are usually included in your water bill. You call the companies for those utilities, say you need to set up service.
You should do it now so there's no cut-off between the old tenant moving out and you moving in, which would result in a turn-on fee.
It's pretty straightfoward. They'll walk you through it. They just need to date you want service to start (the day you move in, unless there's some compelling reason to start it early, like the previous tenant is having it shut off).
They might want you to fax your lease over as proof.
Some places might require you to put down a deposit.
They'll all want your SSN so they can run a credit check.
