New bulbs ~$120 (may not need based on existing tones)
simple cleaning ~$40 (dusting, wipe down, vacuum, ...) or deep cleaning ~$400 (static dusting, moist wipe down, steam vacuuming, ...)
Resurfacing or replacing the furniture not in plan, nor deep cleaning option.
Even the "industrial/ghetto" solutions I like to use for super cheap involve buying cinder blocks and wood, but that is a more detailed overhaul and few people have welding equipment one can barrow.
