In terms of museums and historic sites, it's less a matter of a difference in quantity and more of type. Philly's biggest thing in that regard is Independence Hall, the Liberty Bell, and all the historic buildings within walking distance of those.Additionally, in Philly, UPenn has their Museum of Archaeology and Anthropology (which has the biggest sphinx outside of Egypt, it still isn't all that big but it's a claim to fame, and is overall one of the best history museums I've ever gone to if that gets your blood pumping.) Additionally, about 20-30 or so minutes away by car is King of Prussia, which is known for the KIng of Prussia Mall (one of, if not THE, swankiest malls in the US) and Valley Forge which is cool to see as far as Revolutionary War sites go (I've been to quite a few, I live in New England).
DC I remember less clearly because I went as a kid, but obviously it's got everything you tend to think of when it comes to DC: Lincoln Memorial, Jefferson Memorial, Washington Monument, the Capitol, Supreme Court, White House. And of course in terms of museums, it's got the Smithsonian which a person could easily spend weeks, if not months, in alone in order to see everything there is. Plus there's a collection of other museums aside from branches of the Smithsonian.
You're probably going to want to see DC once in your life to be sure, but if Philly sounds cooler or has other, non-historical stuff you want to go see, I don't see a reason to necessarily pick DC.
