1. You can visit the UK on a tourist visa, which specifically forbids to you work and limits your time. But you might use that time to job-hunt in preparation for #2.
2. You can get a work visa if and only if you have a UK job lined up and the employer does a lot of paperwork to prove that you're not stealing work from a UK (or EU) person.
3. If you are independently wealthy and can prove you won't go on the dole, you can apply for a resident visa (roughly the equivalent of an American Green Card) that allows you to live, but not work, in the UK. After a few years you can apply for UK citizenship and then can work.
