Any tips on dealing with a shitty math teacher?

>Timid and a push over, half the students will spend the whole class talking
>Will just right equations on the board and assume it's review
>Spend 10-15 minutes (of a 1 hour class) a day taking role and passing out homework
>Doesn't always cover the material she puts on the test
>Will show something new but not show how to do it
>Class average on an exam is a low C
>Passes out worksheets of new material, doesn't show anyone what to do, then spends 30 minutes answering individual questions

>We're a chapter behind in class? No problem, I'll just assign a full chapter of shit for you to do over the weekend, exam on it on Monday

I'm already doing tutoring, doing all my homework, and studying as much as possible but falling behind with this 'this is all review' way of teacher, how do I get her to actually teach without pissing her off?

Any other advice would be appreciated
