Sorry for the wall of text...this story has a twist and I need your advice.

So I had a homeless hispanic male approach me in a local thriftshop...He cut to the chase and handed me a galaxy S4 smartphone in my hand and started to say that it was his and he was trying to sell it...he even pulled out a pink battery bank out of his left pocket along with all the cables even headphones...I instantly new that was not his phone since it wouldn't turn on and the pink battery was a dead giveaway that it belonged to a girl. I messed with him a bit and said "Did you find it around here?" And moved my finger in a circle. He laughed forcibly and I could feel he was very stressed...I then asked him if it was free and he said no again he chuckled again...I asked him how much (just curious to test my opinion) and he was evasive the first two times, kept talking about how you can plug it in and charge it (there was no charger only the pink battery) and finally the third time I asked he said 30 dollars...that confirmed it. This person was trying to sell me a stolen phone but I remained cool even after he asked how much I was willing to offer, said he needed "bus money" and I felt a little stressed since I told him twice that I was ok and wasn't interested...I also felt bad for the girl since a stolen phone is hard to replace along with all the contacts, photos etc...
