What are the practical steps to moving out of my parent's house?

>first year uni student studying music
>almost finished 1st semester
>3.5 months of summer vacation coming up
>planning to get driver's licence as a head starter
>haven't paid uni fees yet
>on gubment welfare
>haven't informed uni about muh welfare
>planning to apply for student loan

Need advice as far as employment and making money goes. I'm aiming to move into an 1 bedroom inner city apartment within the next 2 years.
