On top of that, I've heard so many fucking people say their dog 'out of nowhere bit my little sister/brother/kid', and when asked what the person was doing when that happened, they were hanging on the dog, getting in it's face, pulling it's tail, or just fucking with it in general.
On top of THAT most people get very angry when dogs growl or bark in anger and they tell their dogs 'NO', and the dog learns that it cannot express anger/fear of something through warnings, so it 'snaps' later.
So I think the only solution is to educate people when they pick up dogs from the shelter, and in general just ban idiots from getting dogs. If their dog gets reported for being aggressive, I think the person should be investigated and if they were the cause of it, then they shouldn't be allowed to get another dog, or at least have some kind of mandatory training they have to go through.
I also think dogs should be considered as weapons in the way guns are and if YOUR dog attacks and kills someone, then YOU should be charged, in the same way that if someone gets a hold of YOUR gun and shoots someone YOU get in trouble. Because the fact is-unless the dogs got some past issues or is mentally fucking ill, they CAN be weapons and should be treated as such.
