Looks some type of redwood, either Sequoia sempervirens (coast redwood) or Metasequoia glyptostroboides (dawn redwood). I can tell you right now it's not a giant sequoia (Sequoiadendron giganteum) because the leaves are not fine enough. Given your location and the fact that it looks planted, it is very likely dawn redwood, as they are fairly popular as nursery stock. If you have a picture of the cone or close ups of the needles removed from the stem (non-blurry photos please!), I can confirm 100% but I'm fairly confident it is one of the above species anyways.
