Why do cats make a sound that sounds like they are saying "no"? We all know what other cat vocalizations mean, such as meowing and hissing, but for what purpose do they make this noise? Also, why doesn't my cat do it?

Distressed. The first cat is very stressed out, has its ears back, back arched and fur slightly on end, pupils heavily dilated, etc. Second cat is trying to get out the bath.

Be glad that your cat doesn't do it, it means you aren't doing anything to heavily stress it out at the moment.

I call that a "give me something" meow, but I'm not sure of the proper name for it. They're looking for food, attention, treats, stimulation, etc. It can mean they're a little distressed depending on the situation, but it's not nearly as dramatic and their body language (ears, tail, fur, posture) is an equally important clue to their vocalizations. Some cats are also just noisy, and will make lots of noises even if they're just grooming themselves or playing.
