You wouldn't just mix every possible dog and hope for the best every generation. You'd neuter and spay as many possible dogs to prevent accidentally breeding. Then you'd take the few dogs lucky enough to be born with health over their appearance (the dogs least likely to be chosen by Kennel Cub breeders), and let them breed with other, healthy dogs. Then from that litter, select only the healthiest, not the prettiest.
It would take time but you CAN breed health back into a population.
And shit its not as if the world would suffer with less dogs being born
