As for 'flightless' birds that you could easily buy and keep in doors, some of the fancier pigeons have so many things going on that are practically flightless, but they may need additional upkeep to care for their feathers. Most domesticated chickens have limited ability to fly, but I probably wouldn't keep them indoors. And the other anon mentioned trimming (or paying a vet to trim) the flight feathers which makes a bird effectively flightless.
