By having a number this great, they are limiting the number of women allowed to play, and forcing them out of the game. While also being able to make the statement that women already can play in the regular quidditch, limiting the possibility of creating women only matches and teams.

In short, it's a tricky way of limiting women's options for playing quidditch, both by giving them restricting rules in game, and building up a struckture to silence them if they protest.
A feminist could make this argument. The rule should probably rather be 3/3, if men and women shall be given more equal opportunities in practice as well and not only on paper.
