I have the same problem myself. It is a skin condition that is "uncureable". it isn't dangerous or anything, but it is a result of overproduction of keratin and at some point gets "cloged" up by rhizoid in your skin. The reason is unknown.

The best cure is to always use soap with glycolic acid when you shower.

btw. the skin condition is called Keratosis pilaris.

yep exactly, it's keratosis pilaris. I've had this myself for about 7 or 8 years on the triceps area of my arm, not really on the back of shoulder like OP but a bit lower. I've seen it lessen and worsen year to year but never had any pain or itch or anything from it.
