try to re-plug the cables, and i mean every cable
if you are not too familiar with computers, unplug one and replug again one by one, if you have a soft brush you can even try to clean the slots.
if you are familiar just pull your shitty pc to pieces, clean everything and rebuild.
i had this same issue not so long ago, bootloop, i got 2x4ram(yeah i should upgrade soon) and for some reason one of my ram sockets wouldnt accept one of my rams, only the other one, so when i swapped them up it was aight, so you can try fidling around with those too, maybe it helps
