Things have not really recovered since 2008. There are a bunch of situations around the world that just don't look great. Bond yields are still low and asset prices high which means people is hiding. The bulk of the money thinks things are gonna go south soon.
Really, it depends if things go bad in China (either financially or politically), how Europe deals with it if Greece finally defaults (probs okay if it happens), and how the world reacts to the oil price rebound when the saudis run out of money.
