What's stopping the accounting/finance people who have access to the financial reports from investing into the stock for example Google or Amazon earlier this week before it goes to market. They know it's going to jump so do they or is it unheard of?

If it's not allowed what sort of big protocols / government legislation is in place to avoid stuff like this from happening?
