I came across Milton Friedman's speeches regarding a negative income tax as a means of welfare and tax reform, and was wondering if such a system would be sustainable in a nation with a large population if it were to replace all welfare programs and their costs. Furthermore, if it wouldn't, would a negative payroll tax with an exemption indexed to median income be a more efficient way of helping low wage workers without further burdens on business owners?
