Plus by giving banks an actual stake in the Fed, you give them a reason to give a shit and enact good monetary policy. At the end of the day, the FOMC is pretty well devoted simply to doing what they think is best for the economy. That doesn't make it immune from fuckups (Greenspan and Bernanke really screwed the pooch there at the end), but it does mean that there's a good combination of expertise, economic theory, and both public and private representation behind the wheel.
