It's not. A priority mail international padded flat rate envelope is about $25. You can look up all of the pricing online, and buy the postage online too. There can be a pretty substantial savings if you buy online. I'm perfectly happy to sell internationally if it fits in a flat rate envelope because there's no weighing or guess work, but stuff that has to be boxed and packed is a big hassle as I don't have a totally reliable scale at home. The post office price is easily $40 and up, and few want to pay that.

It is. It was a flat rate envelope. The post office doesn't have to scan it unless tracking is paid for. Those flat rate envelopes don't include required tracking. It's all optional for the mail carrier. So basically if they don't scan it, you could lose your item to PayPal tos.

No, the tracking it comes with is optional to be scanned. Just because they usually do doesn't mean they always will. (In regards to international shipping only) It's not included, it's just scanned anyway.
