Water based make-up will be easier to apply (especially for beginners), easier to clean off, easier to seal (at least in my experience), but may offer slightly less coverage (although this varies from brand to brand). Brands include Snazaroo, Ruby Red, Wolfe FX, Diamond FX, Global, TAG, Cameleon, Mehron Paradise, and Kryolan Aquacolor. Assuming you need this for Halloween, Snaz is available from Michael's in stores, and Snaz, Wolfe and Mehron shipped in 2 days with Amazon Prime. The rest you can find at most theater stores.
You'll apply these with a sponge (make-up sponges will work, I use potter's sponges) or a kabuki brush. Seal it with something like Ben Nye's Final Seal.
Cream based paint will stay tacky the whole time you wear it and has a higher likelihood of coming off on other people. Its also less easy to apply if you don't know what you're doing. Ben Nye is the only cream based make-up I can recommend. Theater or good costume stores (not Spirit stores) will have it.
Apply it with sponges, seal it with setting powder.
