Yeah I'd look just as scared too. I don't really like how this person did her bulb because they used styrofoam and just painted over it. It doesn't look like the smooth blob it's supposed to be.

I guess you could do it like how people do Prince Gumball wigs. Make a foam base and cover it in hair. It'll be stiff but you could make it more shiny/slime-looking than using a loose wig.

The material cheaper fleshlights are.made of holds up considerably well and would have the look/touch/opacity of your intent.

That or hard plastic resin for stillshots.

I'm going to cosplay Splatoon, and the Inklings from it have "hair" that's supposed to look wet (pic related), so I think that making a foam "wig" (more of a hat) and covering it with 4 way stretch vinyl would work well for a character like that. Getting the gradient would be a pain in the ass though, I'm not sure how that'd work. Good luck, OP!

The person on tumblr said it was just a halloween costume. I don't think something like that would be allowed in a bog convention. It doesn't look that outstanding, but I'm happy to see any monster girl cosplays at all.
