Construction wise I would start with corset patterns and come up with an underbust that sat over the hips. I'd bone it with spirals since it needs to sit over the hips.
For the pattern I'd likely explore fabric painting, possibly a metallic fabric marker. Of course that would take a very steady hand. You could also mask the stripes and make stencils for the signs. You could also play with very thin metallic ribbon/trim top stitched for the stripes. Heat transfer vinyl could be another option, and if you can get it laser cut you could use that for the signs too. Could also go balls to the wall and just rhinestone all the designs.
Of course that's all just ideas off the top of my head, you would definitely want to test things to find the best solution.
Honestly what would excite me the most on this one is the field day you would have dying that cape lining. I'd totally want to try some painting with dyes and resits to get that watercolor look and feel.
