The way I've had it is basically a roux-thickened, fishy tomato soup with turtle meat in it. Since turtle is kinda of expensive here ($4/lb for whole turtles, something that only about a third of which is edible, or $15/lb boneless meat), I've only ever made a fakemeout version using frog instead of turtle. They taste pretty similar, IMO.
