Characters have love interests (Misato with Kaji and Shinji with Kaworu), but they both die and the show focuses on how our main characters Misato and Shinji cope and deal with that. It's not about getting a fluffy happy ending, but that doesn't suddenly invalidate the feelings they have for those people.
Shinji looking into his heart and seeing Rei represent hope and Kaworu represent love confirms this, he's going to move on and live with his life; but he's not going to forget the people who he has lost, he's going to remember what they taught him and live with that knowledge.
The manga is a whole other sausage that resets everything, and even then if you honestly believe Shinji meeting Asuka briefly in an elevator before going off to school with Kensuke is an Asuka end then you are terribly desperate.
For the good end in NGE2 where you save Kaworu, you still confess your feelings for eachother regardless, but there is no romantic ending for anyone.
Evangelion is just not that kind of show.
We'll have to wait and see if Rebuild will take a different approach, though.
