There's nothing to it. It's like when you compare a scary movie with low budget and a scary movie with a high budget. Low budget tries harder with what they have, and ends up being really scary, higher budget just goes with what they know works while putting in no effort.
So hiro-tan ends up being cute, but it has some distinct features and personality, while "/qa/-tan" is essentially pic related, but nothing that really makes it unique. It's as if no thought was put into it.
