Chong said that Grizz and Panda are too self absorbed in themselves as older brothers to give attention to Ice Bear by saying his name.
I still think it's extreme especially in Emergency and Occupy Bears, but Chong never hinted at it being explained in a flashback in the slightest.
They plan to explain more of the bears' backstory in season 2 which they will begin writing in two weeks though, so that might change.

Ice bear is meant to be overlooked by the brothers. He does a lot for them, but the bears just either don't realize it or don't acknowledge it. That's not to say they don't appreciate him, but I guess ice has been doing kind stuff for the bears for their entire lives, so maybe the thanks and acknowledgement goes without saying? Like, maybe the thanks is understood non-verbally. That's why Ice is so happy at the end of Nom-Nom.
