A lot of characters descend as things get worse, Sammy rises to the occasion.But we haven't even gotten to High School stuff; which gets a little bit of scene time next issue. Scott and Erin were/are both teachers, and ramifications will be had to his brutal murder.

Wicked souls who do what they do because they thoroughly enjoy their reputation and the wanton destruction they can wage without repercussion due to how they cow the populace with their presence.
They're more myth than man, which allows their actual actions to be grotesque. They say they're the children of sharks who gnawed their way out of their Bitch Queen Mother. They say they don't need to breathe air because the Salty Deeps are too choked with the dead they make to swallow them whole.
In truth they're just violent, depraved, desperate people who have succumbed to wickedness and carnage because they're killed at it.
If you build up the consequences of what they can do, and show the havoc they bring, when the heroes finally face the pirates the audience will assume them to be capable, powerful and frightening.
