Shit writing by middling to average writers is always going to be shit, regardless of how dark or idealistic they are in themes and execution.
Busiek is one of the best comic writers out there right now, so it's pretty hard to measure up to him, especially with most talent in the industry being average by their very nature (the reason some people are exceptional is because by definition everyone else ISN'T), which combined with crazy levels of decompression at the Big Two and lots of editorial fuckery you have a LOT of bad material out there.
Astro City is has good editors, good artists, and a fantastic writer with lots of experience, so it's sorta biased towards high quality content.
