Should the mouths of cartoon skulls move when they talk?

On one hand, it's a very basic bit of visual language that easily indicates that someone is talking. On the other hand, a skull can't talk by itself. It's safe to assume that in any setting with a strong grasp on things like logic and rules, the Skeleton's voice is being sent out with telepathy or some other means.

So, should cartoon skeletons mouths move when they talk?
