The first outfit is her Golf War outfit, where she is almost completely flatchested. When you see her from the side, she seems more like she had a literal large chest, not boobies. This episode was animated by a different studio than the other episodes were, which might explain Pacifica's flatness.
The other episode was Northwest Manor Mystery, and she had a noticable bust again in this episode. So I suspect the animators from Golf War fucked up, than this being some sort of redesign or censorship, since you can see that Pacifica still has her boobs in most recent episode and the new preview.
My interpretation is that she wears a binder, that it is a great relief for her to take it off at the end of the day, so her massive tits can be free to bounce and jiggle without any restriction, and take a nice hot soapy shower, even though her feet stay dry.
