Here's a synopsis of Deathstroke's first solo adventure in New Titans # 70.
http://dc.wikia.com/wiki/New_Titans_Vol_1_70Deathstroke is hired by a small South American government to protect the life of one of their more prominent citizens of the people, just released from jail after 25 years, Jorge Zaxtro. The government claims that Zaxtro's fellow former revolutionaries, who had been acting in power underneath his name, wish to kill him to preserve their dominance, and to justify their upsetting of the current government. Although at first Deathstroke fights the local insurgents, he quickly comes to suspect the government themselves of attempts on Zaxtro's life. After interrogating members of both sides, and thwarting a Helicopter attack on a public ceremony involving Zaxtro, Deathstroke comes to suspect something is awry when an attack is made on Zaxtro in the hospital using far more advanced weapons than the Rebels have ever possessed. He comes to the conclusion that one of the Government officials, Ramon Trujillo, had been profiting from dealing arms to both sides, and was in fact the only person attempting to assassinate Zaxtro. Deathstroke captures Trujillo, and leaves him to the mercy of the Government
