If Joe's wife/Iris' mother kept the West name after splitting with Joe, and then let's say she make a baby Wally with some random black dude who doesn't stay around to raise him. And she's left alone to raise him when he's born. So why would young baby Wally then still take his father's last name? Seems like she would just name him Wally West because fuck the deadbeat dad. This situation does happen to a lot of people.
Either situation could be the case here. We just don't know yet. But it really doesn't appear that Joe knows fucking anything about Wally, so I don't Wally is his son
