Inhumans have 3-5 books (depending on if you count books where the protag is an inhuman but no connection to Attilan/the royal family to count as an inhuman book) .

X-men have 7-10 books (depending on if you count Deadpool as being an x-book).

So yes, the X-men are practically non-existant at this point.

Essentially. It all boils down to the long-simmering dispute between Marvel and Fox over the X-Men properties. Marvel has come to believe that the X-books essentially provide advertising for Fox's movies, which they have very little say in and make very little money from, so they're salting the earth where Mutants are concerned and using Inhumans as a replacement.

They have no say. There's no open-ended structure to the contract, though - FOX can't just make a movie about Jubilee becoming a porn star or whatever. They do have to stick to the stories, or then Marvel could sue for breach, and would win. The contract is, after all, to make X-Men movies.

Typically they seem to get 10% of the budget, plus whatever is brought in from spikes in comics or merchandise sales. The reason FOX X-Men don't have much merchandise is likely that it would mean sharing their movie plans with a competitor studio in advance, which they obviously don't want to do - but it's worth noting even before Marvel Studios was a success, FOX didn't really produce much merch.

FOX gets nothing from non-movie merch featuring the X-Men, but this still represents a significant chunk of revenue for Marvel; if anything, reducing or removing X-Men lines might suggest that FOX has been demanding a cut of non-movie merch. The simplest way of dealing with a vexatious claim like that is to stop producing that merch.

The other reason to reduce the X-Men comic line is that they don't sell particularly well for the amount they cost to make. If you have 10 books selling, say, 150k a month between them, but they're representing an audience who buy at maximum half of those titles and are likely to buy regardless, you can cut that line to 5 titles, have 150k sales, and pay half the production cost. Which you can then spend on a Star Wars title that will make as much as those five X-books on its own.

No. They were created by aliens but were originally human.

The Kree's attempt to replicate the Celestial's experiment of turning Humans into Eternals. The expirement was mostly a failure, as their eternals knock-offs only had slightly increased strength and endurance compared to regular humans rather than being living gods like the eternals. However, one of the inhumans first kings discovered/created a material called the terrigen crystals which can be used to generate a mist called T-Mist that causes inhumans to go through "terrigenesis" thus turning them from Eternals knock-offs to Deviant knock-offs. Their pre-terrigenesis forms are just slightly stronger humans while their post-terrigenesis forms are essentially mutants, but usually with stronger powers and more severe physical changes. At least among pure inhumans, those that have been diluted through interbreeding with humanity seem to have less drastic changes in physical appearance.

Their powers are triggered by exposure to the Terrigen Mists rather than puberty. Also, it's hereditary. Where almost any human can have mutant kids, you need to have Inhuman ancestors to be an inhuman yourself. So rather than the "next stage in human evolution" they're an ancient human off-shoot that can interbreed with humans.
